Arkansas Fallen Hero Memorial at museum

Since 9/11, Arkansas men and women have risked their lives for our country. Some have given the ultimate sacrifice. To honor and remember these brave men and women, the Jacksonville Museum of Military History will host the Arkansas Fallen Hero Memorial. The 100x100 foot walk through memorial contains an American flag for each Arkansan that has given their life in service to this country since 9/11. Along each flag will stand a post that will feature a picture of each fallen hero and a short biography. The memorial will be on display from thru Sunday. Please take time this Christmas to “Honor those who died in conflict so that we could live in peace.”


Area cities planning Christmas parades

Brig. Gen. Rowayne Schatz will marshal "Jacksonville's Golden Christmas" parade, beginning at 1 p.m. Saturday. The parade will begin at Sharpe and will proceed on Main to Second Street.

“Christmas from around the world” is the theme of this year’s parade in Ward planned at 4:30 p.m. Saturday. A tree lighting will immediately follow the parade at the city complex. For more information, call Jo Ann Brooke at 743-1092.

Beginning a 5:30 p.m. will be the annual chili cook-off in the dining facility at the city complex. The three top competitors will receive a prize. There will also be a cakewalk, silent auction, pictures with Santa, a coloring contest and Aunt Blueberry the Clown. All proceeds benefit the Ward Animal Shelter.

The cost is only $5 for adults and $3 for children age 10 and under.

Sherwood’s Advertising and Promotion Commission-sponsored parade will be held at 2 p.m. Sunday on Kiehl Avenue and will travel from Lantrip to Oakbrook Street. Pulaski County Circuit Court Judge Rita Gruber is the parade’s grand marshal and Frannie, a dog rescued by the Sherwood animal shelter. Sherwood’s parade is the only one which allows candy to be thrown to onlookers.

Cabot’s parade will travel West Main Street for one mile beginning at 3 p.m. Sunday, Dec. 9. This year’s theme is “All I Want For Christmas Is…” Spectators are encouraged to bring out their lawn chairs. Concessions will also be available. Awards will be presented at 6 p.m. in the Veterans Park Community Center parking lot. Entertainment will begin at 5:30 p.m.


Caroling in the Caverns

Caroling in the Caverns will run through Dec. 16 at Blanchard Springs Caverns, near Mountain View. Marvel at the beauty of astonishing formations coupled with the sounds of caroling resounding through the caverns as musicians perform your favorite old-time Christmas songs.

Toy drive is on

The 189th Airlift Wing’s annual Christmas Toy Drive benefiting Arkansas Children’s Hospital is underway. Collection boxes are located in each 189th AW building and unit. For a list of recommended items, go to www.archildrens.org/pdf/volunteer/Wish_List.pdf.

The Little Rock Air Force Base Chapel has a position open for a musician for the 6 p.m. Contemporary Protestant service. Services new hours, offerings

Starting Monday, the bowling center snack bar will begin offering breakfast from 6-10 a.m., seven days a week.

Hangar 1080’s hours of operation will also shift Monday to lunch and dinner hours during the week. The new hours are: Monday-Friday 11 a.m.-1:30 p.m., Wednesday-Thursday 4-7:30 p.m., Friday 4 p.m.-midnight. During the football season we’ll also be open Sunday 11 a.m.-7:30 p.m. and Monday 4-11 p.m.

Hangar 1080 will still offer the Wednesday 2-for-1 steak and Texas Hold ‘em Poker night. In addition, there is a Thursday evening buffet that is a great way to enjoy a family dinner at a reasonable price.

A 314th Security Forces Squadron member was presented the Bronze Star Medal during a ceremony Nov. 20 at the 314th SFS headquarters.

1st Lt. George L. Hern was presented the medal by Brig. Gen. Rowayne A. Schatz, the 314th Airlift Wing commander, for his exceptional leadership, guidance and direction which enhanced the combat effectiveness of joint forces charged with protecting the largest Theater Internment Facility in the Department of Defense with more than 14,000 detainees and a Logistical Support Area with more than 3,000 Coalition Forces while deployed to Camp Bucca, Iraq.

This award is presented to a military member who has distinguished himself by heroic or meritorious achievement or service while serving with the armed forces of the United States while in a combat theater or engaged in military operations with an opposing foreign force.

“I know you’re proud of your husband and dad for what he has accomplished, and we are proud as well,” said General Schatz to Lieutenant Hern’s family. “Thank you for all your great support. We all know that when we wear the uniform we can’t do our job without the great support of our family.”

As flight commander security operations for the 586th Expeditionary Security Forces Squadron, Lieutenant Hern led a joint service flight comprised of 78 Soldiers, Airmen and interpreters conducting combat missions “outside the wire.”

From September 2006 to June 2007, Lieutenant Hern was responsible for executing more than 1,100 combat patrols, which included both mounted and dismounted presence patrols, improvised explosive device and wire sweeps, personnel security details, listening and observation posts, and vehicle checkpoint operations of the main supply routes into and out of Iraq.

When his forces were struck by an IED on the main supply route, Lieutenant Hern was one of the first back-up patrols to arrive on-scene where he re-established a security cordon, conducted secondary sweeps for IEDs and coordinated with British explosive ordnance disposal teams to clear the area.

“As a leader with candor, he insured the troops in his command had the best equipment and training possible,” said General Schatz. “When placed in a tough situation, his calm collective leadership brought it under control and successfully completed the difficult task.”

“In this job we do, people’s lives are at stake and it is a big responsibility that we all take very serious,” said Lieutenant Hern to a group of his fellow security forces members. “I’ve never been more proud to be part of the Air Force after witnessing the professionalism in which the Airmen deployed to Camp Bucca conducted business.”

WASHINGTON (AFPN) — Following a selective reenlistment bonus review, Pentagon officials have released the latest SRB list, effective Dec. 15, containing 43 Air Force specialties.

“Our SRB analysis process proved invaluable, and we were able to modify the list to apply bonuses to our most critical needs,” said Senior Master Sgt. Douglas Byrd, manager of enlisted force management at the Pentagon. “Balancing the enlisted force is a constant challenge, and the SRB is the most effective program we employ to retain our number one priority...our Airmen.

“The SRB analysis process objectively identifies SRB candidates and recommends the best allocation of funds while staying within budgetary constraints,” said Sergeant Byrd.

The process, which also includes a “human-in-the-loop” review, ensures the right skills are targeted with the most cost-effective multiples. All enlisted skills were reviewed. The new program has about the same budget — approximately $46M — as the previous program, which necessitated careful application of Air Force dollars to shore up critical AFSCs. As a result, Air Force officials will offer bonuses to Airmen in 43 specialties versus 37 previously.

The criteria used to determine which enlisted skills will remain on or be added to the SRB list include current and projected manning levels, retention trends, career field force structure changes and career field stress level. Bonuses are authorized in 0.5 increments, or multiples, and in three re-enlistment zones for people with 17 months to 14 years of service. The Air Force also is testing a fourth zone, Zone E SRB for explosive ordnance disposal Airmen with 18 to 20 years of service.

“After careful analysis and consultation with career field managers, we added 15 zones, 22 zones increased, 75 zones remained unchanged, 18 zones decreased and 9 zones were removed,” said Sergeant Byrd. “While these changes do not take any money out of our Airmen’s pockets, they will affect how much those who are re-enlisting in the future will receive.

Some Airmen will receive higher bonuses under this new program while others will receive lower or no bonuses, compared to those in their specialty who re-enlisted under the previous program.

Today’s Airmen are truly our nation’s treasure, and I am proud to have the opportunity to lead and to serve along side them.
Over the years, the leadership advice I have been given most often has been, “Take care of your Airmen.” In the military we have come up with catchy slogans such as “Mission First, People Always” to describe the leader’s desire to achieve a perfect balance between getting the job done and taking care of personnel.

This advice seems simple enough, but in reality it can be difficult to do. So, what does taking care of Airmen mean to me?
Simply put, taking care of Airmen means creating a disciplined environment where they can learn and grow. Supervisors must treat folks fairly, refuse to cut corners, share in their hardships and set the example at all times. We must hold the Airmen we supervise to high standards, and provide them the training to do their jobs so they can function in peace and win in war.
Taking care of Airmen also means taking care of their families.

The unit and family relationship should be a partnership. An effective way for leaders to build this partnership is by developing a climate throughout the chain of command that encourages individual Airmen to put their families first. By putting families first I do not imply the mission should suffer as a result.

To the contrary, a unit with this type of climate is one where leaders and co-workers clearly recognize the importance and legitimacy of family needs and rally together when issues arise to ensure the mission gets done. Airmen who feel their leadership and co-workers care about them and their family will be much more likely to commit themselves to the unit’s goals and missions.

Throughout my career I have had the honor and privilege to lead Airmen, both in and out of the cockpit. They continue to excel everyday in hot spots around the globe because they have confidence in themselves, their buddies, their leaders, their equipment and their training.

There are leaders in every unit of Team Little Rock who are taking great care of our Airmen every day.
No matter what your rank, it is a responsibility we all share. Let’s do it!

As we wind down from Thanksgiving and head toward the December holidays, it’s time again for us to gather with those we hold most dear in our lives. This may mean family, close friends or the neighbors we have come to have over the years.

The Air Force way of life is unique in that we often do not get a choice in who we surround ourselves with. The Air Force mission dictates who you share a cockpit, hangar or office with. Military family housing chooses your neighbors and more often than not chooses your home for you as well. Deployments mean a roommate – or 11 other tentmates – is issued to you. And you don’t get a say.

This sometimes may seem difficult, but I’ve come to realize over the years that it’s actually a gift. As members of the Armed Forces, we are afforded the opportunity to travel the world. Our families are able to live with us overseas. We are able to experience people and cultures that our friends and family back home can only read or dream about. We are able to broaden our experiences through our interactions with others.

The Air Force has taught us from day one to treat everyone equally and value everyone the same. We are taught to keep an open mind and respect everyone’s rights and beliefs. These are lessons that we do not take for granted but can oft times cite verbatim.

But learning doesn’t just come from interacting with people of other backgrounds. And tolerance isn’t just reserved for people with different values. Sometimes, the people you need to show the most tolerance and respect for are those closest to you. It can be as simple as that aunt everyone secretly dreads seeing at the holidays. Maybe this year, it’s time to sit down with her and listen to her stories. Maybe she has something to share that you’ve never thought of before. Or maybe it’s the coworker who sits two desks down. His musical choices may have rubbed you wrong for the past year, but if you looked past that what might you learn?

This holiday season I ask that you take the time to reach out to someone and learn from them. Bring a little extra kindness into your everyday lives. It’s acts like these, and the millions of other acts of kindness I see you display each day, that make me proud to serve along side each of you. Combat airlift!

Santa Shack opens Nov. 23 in Cabot

Cabot City Beautiful announces its 11th annual Santa Shack at Cabot Wal-Mart today through Dec. 23. Bring the children to see Santa Claus to tell him what they’d like for Christmas.

World Mission Fair at Jacksonville

First Methodist Church of Jacksonville is sponsoring its annual World Mission Fair and Breakfast with Santa Dec. 1. Breakfast with Santa will be from 8-10:30 a.m. It is all you can eat pancakes and sausage.

Cost is kids 4 and under free, kids 5-12 $3, everyone else $5. Photos with Santa are $5 and can be taken until approximately noon.

All proceeds will be used by First United Methodist Church youth for their mission projects.  

Lunch will also be served prices ranging from 50 cents to $3 (beverages, bowl of chili or soup, nachos and assorted deserts).
Shopping will be from 9 a.m. to 2 p.m. Unique gifts can be purchased from Arkansas rice depot, Heifer International, Jackson Graves Foundation, Joseph Pfeifer Camp, The Smile Train, United Methodist committee on Relief (UMCOR), Harvesters Community Food Network, Habitat for Humanity, Fishnet Ministries, Nothing but Nets, United Methodist Volunteers in Mission, World Mission and the Red Cross Blood Mobile will be on site for blood donations.

All proceeds collected by these organizations will be used for their missions.

The Life and Adventures of Santa Claus will be presented through Dec. 16 at Arkansas Arts Center Children’s Theater in Little Rock.

A 314th Airlift Wing member was presented the Bronze Star during a ceremony Nov. 14 at the 314th Operations Support Squadron.

Tech. Sgt. Jason L. Graves was presented the Bronze Star by Brig. Gen. Rowayne A. Schatz, the 314th Airlift Wing commander, for his leadership and analytical and organizational skills in a crucial role in direct support of the global war on terrorism.

This award is presented to a military member who has distinguished himself by heroic or meritorious achievement or service while serving with the armed forces of the United States while in a combat theater or engaged in military operations with an opposing foreign force.

“The Bronze Star is a very special award that Sergeant Graves has earned with the direct impact his hard work had in bringing the enemies of our nation in Iraq and Afghanistan to justice,” said General Schatz. “For that, your nation thanks you, and we at Team Little Rock are proud to call you one of our own.”

“Compared to my grandfather, who fought in the (World War II) Battle of Tarawa, I feel like I don’t deserve this medal,” said Sergeant Graves. “Perhaps it’s a sign of the changing times of war.”

Did you know that the Report of Survey (ROS) program is a procedure in which the government accounts for property that is lost, damaged or destroyed? If the loss, damage or destruction is a result of gross negligence on the part of the individual, then monetary liability may be assessed.

The 314th Mission Support Group commander is the official authorized to assess involuntary liability. Liability, in most cases, is limited to one month’s base pay or the actual loss, whichever is less. In certain cases, such as a fire in government housing or quarters or individual equipment, liability may be the actual amount of damage.

The commander of the owning unit is responsible for initiating the ROS by assigning an investigating official. The investigating official must be an officer, a senior NCO (E-7 or above), or a civilian employee (WG-9, WL-5, WS-1, GS-7 or above). The investigator must be a disinterested, impartial individual who has no interest or involvement in the custodianship, care, accountability, or safe keeping of the property in question.

The individual appointed should also outrank the person being investigated. If this is not possible, the unit commander must advise the approving authority in writing with the reason.

The ROS must be completed within 45 days of discovery of the loss, damage or destruction, and handcarried to the ROS program manager.

Before an ROS is initiated on lost property, ensure that a thorough search for the lost asset has been conducted. The owning unit should check with possible gaining units if the asset may have been transferred. Owning units should also check with the 314th LRS Flight Service Center or 314th Communications Squadron Equipment Control to see if the asset was turned in.
If the asset is believed to have been stolen, notify the 314th Security Forces Squadron and include a copy of the police report with the ROS.

These steps may assist in locating the lost asset and prevent the need for an ROS. If the asset still cannot be located, initiate an ROS and document which steps have been taken to locate the asset.

An ROS may also be required for an accident with a fixed or moving object with a military or government service agency vehicle whether the damage is immediately noticeable or not. A report is likely to be issued if damage is caused by willful or neglectful acts of improper operation, by not turning vehicle in for scheduled maintenance or unreported accident damage has been detected.

A guide to assist in the preparation of Department of Defense Form 200, Financial Liability Investigation of Property Loss, has been developed by the ROS program office and is located on the LRAFB web page. Additional information may also be found in Air Force manual 23-220, Reports of Survey.

Services new hours, offerings

Starting Monday, the bowling center snack bar will begin offering breakfast from 6-10 a.m., seven days a week.

Hangar 1080’s hours of operation will also shift Monday to lunch and dinner hours during the week. The new hours are: Monday-Friday 11 a.m.-1:30 p.m., Wednesday-Thursday 4-7:30 p.m., Friday 4 p.m.-midnight. During the football season we’ll also be open Sunday 11 a.m.-7:30 p.m. and Monday 4-11 p.m.

Hangar 1080 will still offer the Wednesday 2-for-1 steak and Texas Hold ‘em Poker night. In addition, there is a Thursday evening buffet that is a great way to enjoy a family dinner at a reasonable price. There will be the free membership breakfasts (the next one is 6:30-8:30 a.m. Tuesday) and Sunday brunches.

It can be said hundreds of ways: “Service before self,” “Love your neighbor as yourself,” “Help a fellowman” and “It’s amazing what can be done if you don’t care who gets the credit.” The idea is the same – our best work happens when we stop focusing on ourselves and start looking after each other.

Thanksgiving is the traditional start of the winter holiday season. Paired with the many religious holidays, the secular spirit of charity and outreach permeates our culture.

However, in the military, the sentiment runs much deeper than a few gifts or ringing the bell in front of the BX. Daily our fellow Airmen are serving in harms way. I was touched by the story of the elaborate armor cast around the bunk of one of my deployed squadron mates. Even locally, we have several organizations that have to consistently work 12-hour shifts in order to keep the base running.

Operational readiness inspection preparation isn’t an event or a surge – our readiness to execute our mission is built in to every Airmen. Our efforts to do things better aren’t an opportunity to get us accolades. It’s the opposite – we work to help our fellow Airmen, our community and our nation.

For my brethren serving in the combat zone: Well done and our prayers are with you. For those training future combat airlifters: Keep up the Outstanding work. For those supporting behind the scenes: Thank you for your selfless work. We are all better for your service before self.

This year I am most thankful for the sacrifices of our Soldiers, Sailors, Airmen and Marines. How about you?

There is a school-age tradition that seems to transcend generational and gender lines. It occurs in schools across America, public and private, and happens regardless of social status, religious preference or income bracket.

It starts in first grade with a simple list and by middle school may very well become a full essay. And it’s a tradition that I think serves us well even as adults. It’s taking time out to focus on the things you’re most thankful for. People give thanks at different times and in different ways. But I believe it’s important for us all to remember the things that we’re blessed with in our lives. All too often it’s easy to think about what we don’t have or what we would like. It seems that no matter how much we might have at any point in life, there is a natural desire to push for more.

This week, I think it’s time to pause and think about those things in your life that really matter. For me, it’s the love of family and the warmth of a home.

I’m thankful for the chance to serve my country and for the daily opportunities to help make a difference in someone’s life. I’m truly grateful to serve alongside such dedicated professionals. I feel blessed to live in a nation where we are free to celebrate the holidays of our choosing with the people of our choosing.

And most of all, I am thankful to be home this holiday season because I know how many of our brethren will be marking this Thanksgiving from a foreign land.

As you pause to give thanks for the things you’re most grateful for, please remember those who are not as fortunate.

Take a second as well to give thanks to the Airmen, Marines, Soldiers and Sailors who are fighting the Global War on Terrorism. And please remember their families as well. I am proud of all of you, now more than ever.

Cancer support team will meet today

Care Cap Connections cancer support teams will meet today at Little Rock Air Force Base in Jacksonville to knit more garments for balding women and children undergoing chemotherapy.

The meeting will be from 9 a.m. to 2 p.m. Deliveries of free care caps are made monthly to 16 major cancer centers. Interested women and men are invited to join the support team. Tasks include cutting, ironing, pinning, sewing and packaging the colorful head coverings.

A prior enlisted technical sergeant was named Nov. 7 to fill the No. 2 position in the Arkansas Air National Guard’s 189th Airlift Wing. 

Col. Jim Summers, 189th AW commander, chose Col. Alice Sanders to fill the wing’s vacant vice commander position.
Colonel Summers vacated the position when he took command of the wing Nov. 3. 

Colonel Sanders, a former enlisted administrative clerk in the late 1970s and early 1980s, was the 189th Mission Support Group commander before being appointed to her new position. The wing’s vice commander position can be filled by a rated or non-rated officer. 

“Colonel Sanders brings a wealth of experience and attention to detail to the vice commander office,” Colonel Summers said. 
While her Air Force roots are with the enlisted corps, her career has blossomed as an officer.

She was commissioned a second lieutenant in September 1983, progressing to be the state’s first female Air Guard colonel in January 2003. 

With a background in disaster preparedness, personnel and logistics, the colonel is a good fit for the position as the wing prepares for an operational readiness inspection in April. 

“I’ve been blessed throughout my career by working with great people, officer and enlisted,” the colonel said. “You don’t get here on your own. I’ve had a couple of good mentors who have helped guide my career.”

Speaking the words “Sir, I assume command,” Col. Jim Summers took command Nov. 3 of the Arkansas Air National Guard’s 189th Airlift Wing. 

With a gigantic American flag as a backdrop, the colonel firmly grasped the wing’s flag from Brig. Gen. Riley Porter, Arkansas ANG commander, and handed it off to Chief Master Sgt. Steve Arnold, the wing’s command chief, marking a new era in the wing’s leadership. 

Colonel Summers replaced Col. Travis D. Balch, who served as the wing commander from August 2003 to November 2007. 
“Colonel Balch has done an outstanding job with the wing, and I have no doubt Colonel Summers will do a great job as well,” said General Porter. 

Colonel Summers brings a wealth of knowledge and leadership experience to the office of wing commander. During his time at the 189th AW, he has served as squadron, group and vice wing commander, as well as chief of current operations. 
Colonel Summers, a former Marine helicopter pilot, also served as a C-130H aircraft commander while serving in the U.S. Coast Guard. He is a command pilot with more than 9,100 flying hours. 

During the ceremony, Colonel Summers thanked the all of the members of the 189th AW for their hard work and dedication to the wing’s mission. 

“The fact that you have chosen to wear the uniform and do the job you do indicates that you are true patriots,” said Colonel Summers. 

He stated his anticipation of working with all the wing’s members, and he is positive this year’s operational readiness inspection will be successful. 

“The ultimate measure of our success as a unit will be judged by our ability to safely and effectively execute our mission in support of national and state objectives,” said Colonel Summers. 

The 189th faces its biggest challenge with the upcoming operational readiness inspection, but Colonel Summers said he believes the wing has a winning team. 

“I consider it a great honor and privilege to serve with the most highly skilled, highly trained, and highly motivated group of individuals in the Air National Guard,” Colonel Summers said. 

The purpose of the change of command is to allow subordinates to witness the formal transfer of responsibility, authority, and accountability from one officer to another. 

The colonel took command at a busy time for the wing. Besides preparing for an ORI in April, roughly 10 percent of the wing’s 860 members are deployed to support operations in Iraq, Afghanistan or along the Mexican-American border. 

Wing officials expect to pick up more state missions this winter as the Arkansas Army Guard’s 39th Brigade Combat Team mobilizes for its second one-year tour in Iraq. The 39th is the state’s largest unit and typically bears the brunt of winter storm and tornado recovery missions.

Three Little Rock Air Force Base members have achieved the military’s top enlisted rank, announced Air Force officials Wednesday.

Ernest J. Brown and William E. Wardell, both 314th Operations Group members, and Charles G. Smith, a 463rd Aircraft Maintenance Squadron member, learned of their promotion at 8 a.m. Wednesday — the same time that everyone across the Air Force found out.

This is the first time that the 416 senior master sergeants Air Force wide received word of their promotion to chief master sergeant online as the Air Force moves to virtual promotions notification on the Air Force Personnel Center public Web site.
Virtual notification is part of the Air Force’s personnel services delivery concept to provide Airmen the information they need when they need it.

“At the same time, commanders and supervisors should get out and congratulate their senior NCOs selected for promotion. We all know this is definitely a tradition worth keeping, when feasible, for honoring selectees and building Air Force morale,” said Chief Master Sgt. Rusty Nicholson, enlisted promotions branch chief at the Air Force Personnel Center here.
The board, which convened Oct 15-25, considered 2,476 senior master sergeants for a 16.80 percent select rate. Last year’s selection rate was 16.85 percent. 

The average score for those selected was 671.39 with an average time in grade and time in service of 3.04 and 23.49 years respectively.

The average score was based on the following point averages:
135 for enlisted performance reports;
27.75 for time in grade;
23.75 for time in service;
24.29 for decorations;

Recently, we held a town hall meeting to discuss the state of base housing here. I wanted to talk to you face to face to tell you we haven’t forgotten about the issues here. Just like you, I live in base housing and pay my rent each month to American Eagle.

Like you, I have been frustrated by the stalled progress in new construction and frankly, I’m disappointed in the entire process.

All is not lost. My goal has always been to provide you with safe, comfortable, affordable housing on the Rock. There are three different companies interested in buying our housing project. All three have made the trip to Little Rock Air Force Base and are excited about what they can do for our community. It’s not too optimistic on my part to say we’ll see dirt moving and construction resume by next summer.

In the meantime, there are some things I ask of you. First, your continued patience. Trust that we’re doing everything in our power to resolve the situation; you won’t be disappointed. Next, hold American Eagle to the terms of your lease. This means allowing them to handle maintenance issues the best they can before calling in someone else.

Keep track of work order numbers and other information related to the upkeep of your home. This allows our experts to track issues and gives us the leverage needed to help when we can’t resolve matters at the lowest levels available. As your commander, I can’t hold them to their end of the agreement unless you meet your end – and that means holding the company accountable every time.

Lastly, take pride in your homes. For the four months or four years that you have them, these houses are yours. I see the pride you take in your physical appearance, the appearance of your cars and your aircraft. Treat your home as if you own it. Today and tomorrow, we are hosting a base housing cleanup.

Mulch and weed cloth is available at the Town Hall. It’s time to mow, edge, clean up the carport clutter and make your homes ready for the spring.

Last week, we were asked by the Air Staff to summarize our town hall meeting. The one topic that came up repeatedly during this conversation was the professionalism and class our Combat Airlifters have shown during this entire process.

You are a true testament to getting the job done regardless of the obstacles – even when those obstacles are at home. I am extremely proud of the decorum you have shown and have come to expect nothing less of you.

Air Force Major participates in Army Ten-Miler

Running came naturally to Deborah Dusek when she began running at age 12, and soon it would become a major pastime for the 314th Communications Squadron commander.

Maj. Dusek’s passion took her from cross-country running in high school to participating in the prestigious Army Ten-Miler in Washington, D.C., Oct. 7.

The Army Ten-Miler is America’s largest 10-mile road race, second largest in the world, and the Army’s premier running event. But getting into the run was a bit of a challenge.

Registration for the race filled up in less than 46 hours, before Dusek was able to join. But fate would turn for the one-time Bataan Memorial Death March participant when at the last minute she was able to get a registration transfer from a participant who would not be able to attend the race. When Dusek first received word that she was going to run at the end of August she began preparing with pyramid training.

“Normally I would run six to seven miles a day,” said Dusek, “but with the pyramid training I began adding an extra mile every week and then as I got closer to the run, I cut back on my running and began biking and swimming more to lessen the impact on my knee.”

More than 17,500 people from around the world – including many different civilian, military and international teams – participated in the Army Ten-Miler.

Many military teams wore team shirts with the names of fellow soldiers to whom their participation was dedicated. Dusek also saw many disabled vets participating as well.

“One of the veterans I saw had lost both legs and was still participating with the use of prosthetics,” she said. “His dedication was motivation for all of us who ran.”

David Rozelle, an Army major who lost his right foot to an anti-tank mine in Iraq in June 2003, was one of those veterans.
This run gave amputees recovering in the Walter Reed Army Medical Center and other centers something to look forward to during their months of rehabilitation, he said. “We’re running to show America that we aren’t beaten.”

Dusek also said the spectators who lined the streets all along the course were also huge motivators to completing the race.
“I remember an Army member screaming ‘Alright lady in pink, you got a quarter of a mile left, keep going!’” she said smiling. That added encouragement helped Dusek finish the race 8,230 overall, 418th in her category, with a time of 1:37.

Wounded Warrior, Soldier Ride Nov. 11

The Wounded Warrior/Soldier Ride is coming to Arkansas. Wounded Warrior/Soldier Ride is a program established to provide modified bicycles and other rehabilitation programs for severely wounded soldiers coming back from Iraq and Afghanistan.
The soldiers ride from the coast of California to the Capitol in order to build awareness and raise financial support for this wonderful program.

Come out Thursday, Nov. 11 to the USS Razorback to show your support to the riders. Arkansans and wounded warriors Cedrick Pippen and Kevin Parnnel will be guest riders. Community Bank and Twin City Bank are bringing out their grill. Food and drink will be provided for the riders and the supporters.

The monthly Second Friday Art Night is tonight in Little Rock. Enjoy a great night of art and history on the second Friday of each month.

Cancer support team will meet Nov. 16

Care Cap Connections cancer support teams will meet Friday, Nov. 16 at Little Rock Air Force Base in Jacksonville to knit more garments for balding women and children undergoing chemotherapy. The meeting will be from 9 a.m. to 2 p.m. Deliveries of free care caps are made monthly to 16 major cancer centers. Interested women and men are invited to join the support team. Tasks include cutting, ironing, pinning, sewing and packaging the colorful head coverings. The number of hours worked and specific tasks are decided by each volunteer. Coordinator, committee members sought

BOLLING AIR FORCE BASE, D.C. (AFRNS) — Manpower cuts and a high operations tempo, plus more retiree funerals than ever in Air Force history, mean base honor guards Air Force-wide will change the way they perform retiree funerals starting Nov. 1.  

The formal 10-person funeral will no longer be authorized for retiree funerals.  The funeral detail will now consist of seven people who will serve as pall bearers, flag folders, flag presenter, bugler, spare, and firing party.  This is to provide a 30-percent manpower relief for retiree funeral details, and 21-percent manning relief for overall funeral details, according to Pentagon air staff officials. “The main concern people had in the change of the funeral procedures was that we wouldn’t be keeping with past traditions,” said Staff Sgt. David Little, U.S. Air Force Honor Guard course supervisor for base honor guards.

 “Originally, the number of (Airmen) was going to be lowered to five, but we didn’t want to lose the pall-bearing aspect so we determined that seven people would still be able to carry on all aspects of the funeral.”

This new funeral sequence has three major differences:  the noncommissioned officer in charge of pall bearers also will be the NCO in charge of the funeral, the number of firing party members will be reduced to three, and a spare position will be added. The new sequence begins with the NCO of pallbearers assuming the position of NCO in charge to ensure the casket and flag are situated properly in the hearse.  He or she will then join the pallbearers and call commands to carry the casket to gravesite, and finally present the flag to the family while the other team members assume their roles as either the bugler, spare or firing party.  The final sequences are the same.  A video was released Sept. 24 documenting the new funeral, and is available on the Air Force Honor Guard Web site.

“Another concern we’ve heard is that people think we’re taking away the ‘21-gun salute’ by having only three people fire,” said Sergeant Little.  “But what people don’t realize is that we’ve never done a 21-gun salute during military funeral honors.  What we do is fire three volleys in unison.  Only the president receives a 21-gun salute, and only the Navy and Army have ever performed this.

“The three volleys come from an old battlefield custom where the two warring sides would cease hostilities to clear their dead from the battlefield, then would fire three volleys to alert the other side their dead had been properly cared for and they were ready to resume the battle,” he said.  “The fact that we had seven people firing the three volleys was a coincidence.”
Overall, the reaction has been positive, Sergeant Little said.

“Retirees are grateful; they knew the Air Force was going to make changes, so they’re happy we kept all aspects,” he said. “The bases have been having a hard time supporting the 10-person funeral so this eases their personnel strain, and the base honor guards are happy with the new sequence.”

The men and women of Little Rock Air Force Base are constantly deploying around the world in support of the Global War on Terrorism whether it is by driving convoys, flying missions or performing mitigation.

Nonetheless, despite the uniqueness of the jobs each of them is required to perform, one of the things all of them have in common is the basic requirements needed to deploy. For most Airmen, the final stop before farewells and airplane food is the Quickfire deployment processing line.

Through air expeditionary force cycles, rotations of airlift groups and various preparations for the operational readiness inspection, almost every Airman on Little Rock has or will go through “the line” at one time or another, although many deployers won’t see the purpose beyond another box to be checked.

The average deployer has a few weeks of preparation before deployment followed by a few days of rushing to complete the last final requirements before leaving. The Quickfire line serves to speed the completion of the deployment checklist provided by the personnel readiness unit, fulfilling the requirement to get orders and tickets to proceed down range.

Therefore, like most of the Air Force, Little Rock processes “by exception” – meaning the ideal plan is for each deployer to have their items checked so they may proceed to the next station without interruptions or delays. However, it’s rare to have “no discrepancies” on the line, so the Quickfire line offers the opportunity to fix anything that would keep the deployer from going.

Quickfire has saved us numerous man hours and allows us to focus more on the deployer,”said Staff Sgt. Rena Odom, a 314th Logistics Readiness Squadron unit deployment manager.

So, how quick is it? The members of the 314th Mission Support Squadron and 314th LRS who run the line and the deployment process strive to make it as quick as possible. A line that processes by exception though, slows itself down with every exception. So, every deployer that needs support beyond just having the box checked requires more time and considering exceptions are not a rare occurrence that ends up taking an ample amount of time in the deployment process as a whole.

There are also more than forty checklist items to review before deployment, stacked against pages of reporting instructions that change depending on where you’re going and how you’re getting there adding to the complexity of the all ready chaotic deployment process.

Yet, Quickfire strives to consolidate some of these checklist items by providing experts from legal, finance, Airman and Family Readiness and other base agencies to remedy most of the glitches that can appear.

So, how can you make it faster? Individual readiness is vital to faster processing, so by keeping your personnel readiness folder up to date will have half your checklist done before you start.

Knowledge is the next most important tool in the box. Knowing your unit line number (the five character code that ties you to your deployment), your final destination (the city or base, not the country) and any transient or training locations before you get there will speed you through the process and will expedite solutions to any issues.

Your UDM can give you all of that information and can assist you with all the other items on the checklist.

In addition, your UDM will also advise you of when you’re required show time is at your unit. Woody Allen is quoted as saying, “eighty percent of success is just showing up.” The same is true for our line, you can’t process if you’re not there.
Unfortunately, Quickfire isn’t as quick as we all would like, so we ask for your patience, attention and understanding, which not only help speed the process along, but can also help make that time go by easier.

Sergeant Odom probably sums it up best by saying; “The Quickfire line provides a one-stop shop. This allows more family time for the individual which is the most important thing before each deployment and more time for the UDM to ensure everything is correct.”

Members of Little Rock Air Force Base shattered last year’s contributions to the Combined Federal Campaign by raising more than $246,600 for charities, announced base CFC officials Nov. 2.

The campaign wrapped up its 6-week drive raising money for thousands of local, national and international charities and organizations with the record-setting results. Every year, the CFC provides an opportunity for federal employees to give to any number of these charities.

Little Rock AFB falls under the offices of the CFC of Greater Arkansas, which collects donations across the entire state. In 2005, the CFC of Arkansas raised over $843,000; in 2006 they raised an all-time record of $863,000, according to CFC of Arkansas officials.

“Little Rock AFB has a long tradition of donating more than any other organization in Arkansas,” said Maj. Bradley M. Littleton, Little Rock Air Force Base Combined Federal Campaign coordinator, “contributing more than 29 percent of the total in 2005 and 27 percent in 2006.”

This year’s LRAFB campaign, which began on 24 Sep, was led by Major Littleton, 53rd Airlift Squadron, and Master Sgt. Eric Johnson, 314th Civil Engineer Squadron. Together, they led a team of more than 70 wing, group and unit key workers in this record-braking effort.

“Brigadier Gen. Rowayne Schatz, 314th Airlift Wing commander, set our goal at $220,000 – which we shattered by collecting 112 percent of that goal for a total of $246,612,” said Major Littleton. “(By doing so,) we beat last year’s collection by $10,825 despite having almost 6 percent fewer members on base.”

In addition, Little Rock AFB achieved the highest participation rate in the last ten years with 44 percent of all base personnel giving to the CFC.

“Although the participation goal was set at 50 percent, we eclipsed the Greater Arkansas’ participation rates of 35 percent in 2005 and 36 percent in 2006,” he said.

To top it all off Little Rock AFB’s 314th Airlift Wing topped the chart with 2,089 donations, more than any other wing in the command according to the most recent numbers, announced 19th AF officials.

“In total money collected, we were second only 12th Fighter Training Wing at Randolph Air Force Base, Texas,” said Major Littleton. “Though they collected more money than us, they had to extend their campaign to do it. Even so, according to the most recent numbers, they have still only reached 88 percent of their monetary goal, with only 30 percent participation.”
Major Littleton said he believes that without the help of several units, that achievement couldn’t have been accomplished.

“Several units on base deserve special recognition for putting up stellar numbers,” he said. “The monetary goal for each group and squadron was based on the number of people in each unit. The far and away best group was the wing staff agencies, headed by Capt. Everett Eavenson and Master Sgt. Jennifer Breton, who collected 259 percent of their goal.

That was followed closely by the 314th Operations Group, led by Master Sgt. Angelo Enciso, who raised 237 percent. The 314th OG had the best participation rate of 70 percent, just eking the wing staff agencies that had 69 percent. Several squadrons achieved an amazing 100-percent participation rate including: 314th Airlift Wing Chaplain’s Office, 314th Mission Support Group staff and Air Force Audit Agency, Detachment 15.”

But it was a combined effort that gave the base the final success. “Congratulations to all of you for making this the most successful CFC ever,” said Major Littleton. “Your contribution will change the lives of thousands, possibly millions, of men, women and children around the nation, and the world.”

Since its inception in 1961, the CFC has raised more than $5.71 billion in charitable donations.

We will pause Sunday to pay tribute to America’s veterans. We will take time to personally and publicly thank the men and women who have selflessly served this great nation to project the freedoms we hold so dear.

For most of us, the word “veteran” conjures up thoughts of the men from America’s “Greatest Generation.” These were our grandfathers and their fathers, our uncles, and the gentlemen we see at the local VFW wearing their caps adorned with campaign pins. These great heroes are dying at a rate of almost 1,200 a day, and we are running out of time to pay tribute and show our gratitude.

We are Combat Airlifters and these men truly paved the way for us. Because of them, we are able to uphold our nation’s ideals today. But when you think “veterans” I want you to pause and think again. We are a new generation of American veterans. The 21-year-old Airmen you see in uniform at the grocery store, the young mother pushing her child on a swing and that captain reporting for C-130J upgrade training are all veterans too. This new generation is from an all-volunteer force, choosing of their own volition to serve and then raising their right hands and choosing to serve yet again.

The best way every one of us can give thanks to the legions of veterans who served before us is to strive to become an even greater generation. It is a tall challenge – to serve more honorably than the most honorable, to be more selfless than those who sacrificed before us, and to give even more to ensure a better tomorrow.

But I know you – you are Combat Airlifters. You are more educated, more dedicated, better equipped and more focused than any force that has come before.

And because of this, there is no doubt in my mind that the veterans I proudly serve with today will be the ones who will go down in history as the greatest generation yet!

A staff assistance visit is a great way to get a check-up for your shop and help ensure you are on the right track.
During a SAV, an outside agency, such as your functional manager from higher headquarters, comes and reviews your programs and processes. The feedback is invaluable for ensuring your shop is good to go.

Several units across the base have already received SAVs, and a few more will be getting them in the next few weeks.

Unfortunately, it is too late to coordinate for a higher headquarters SAV prior to our operational readiness inspection, but you can coordinate a SAV with your counterparts here on base. In fact, the base will have a cross-command unit-compliance inspection SAV Nov. 13-16 to help us prepare.

When an inspector comes to visit you, it’s best to put your best foot (or boot) forward. It all starts from the initial contact. Make an appointment with your inspector, save them a place to park, meet them at the door and offer them some refreshments (if available). The key is to treat them with honor and respect — hopefully like you do every other visitor to your shop.

Get ready to brag on your shop once you start the interview. Give them bullet-background papers on your programs. Show them your strengths, how you do things well and teach them about your processes.

It is unwise to leave an inspector alone — it provides too much opportunity for them to dig. The better strategy is to overwhelm them with your expertise. They’ll stop and ask questions if they need other information. Once you are done, don’t just leave them. Rather, if practical, walk them to their next appointment.

The “SAV”y person will learn these techniques to “wow” their inspectors and be postured for that illusive “Outstanding” grade!

Did you do right this past week? Did anyone notice?

My bet is that most of you did your job, did it well, and never got a pat on the back for your service.

Doing right is very commonplace and because of that it slips by our radar all too easily.

As a commander of a large organization, it’s easy to spend most of my time putting out fires, while all along missing the 99 percent of my squadron doing their job and doing it right.

I was reminded of this on an outing to one of my flights when a chief of mine was showing me the fine  work his guys had accomplished and that he was simply looking for people “doing right.” I looked at him in amazement.

It was plainly obvious how simple it is yet so easy to forget. People are doing right all around us, but most of the time we wait for that next package or EPR to highlight it. Don’t wait. Recognize on the spot those with the quiet integrity to do their best all the time. Give them a pat on the back, an Atta Boy or Coin them. It doesn’t matter; just recognize them for their service and for doing right.

So I encourage you to try not to spend all your time on the fires or issues of the day. Instead get out to the trenches and look for those around you who are plugging along each and everyday and “Doing Right.”

Little Rock Air Force Base, the C-130 Airlift Center of Excellence, will expand its C-130J training responsibilities, including training international partners, announced Air Force officials Wednesday.

In addition, the 314th Airlift Wing will absorb the domestic training formerly done by the 94th Airlift Wing, Dobbins Air Reserve Base, Ga., and the center will continue to grow in aircraft numbers and manpower over the next four years.

“Our Combat Airlifters are known throughout the world for their excellence,” said Brig. Gen. Rowayne Schatz, 314th AW commander. “Expanding our operations is the next logical step in allowing us to share our expertise with airlift communities in the U.S. and across the globe. This partnership makes sense for the future of our Air Force.”

Chief of Staff of the Air Force, Gen. T. Michael Moseley, also announced three other proposed initiatives concerning C-130 tactical airlift, each of which furthers the service’s vision for a seamless Total Force.

The initiatives, which would impact communities in Tennessee, New York, Georgia, in addition to Arkansas, are part of the Total Force Integration effort to create innovative organizational arrangements among Regular Air Force, Air National Guard and Air Force Reserve components. The effort strives to leverage the strengths inherent within each of the three components.

The Tennessee Air National Guard’s 118th Airlift Wing has been selected for the proposed standup of a Formal Training Unit at Nashville International Airport. The unit’s day-to-day peacetime mission will be training allied Airmen from strategic partner nations to safely fly and effectively employ C-130s, which will simultaneously prepare the wing for its federal wartime mission of surge training additional U.S. Airmen.

This arrangement will fill a critical need for international training that has gone unmet in recent years. To meet the need, the Tennessee Air National Guard will acquire WC-130Hs, well-suited for the unit’s newfound training mission, while its current C-130H aircraft are scheduled for disbursement as a result of the 2005 Base Realignment and Closure, or BRAC, process.

The Chief of Staff also formally announced the strategy for Airmen in the New York Air National Guard to partner with the Air Force Reserve Command’s 914th Airlift Wing at Niagara Falls Air Reserve Station, as directed by the 2005 BRAC. Based on four decades of experience associating Regular Air Force and Reserve airlift wings, this Reserve/Guard association will be only the second such associate model ever established and the first-ever in combat delivery.

The 914th AW will continue to have primary responsibility for the unit’s C-130H airlifters, but will partner with the 107th Air National Guard Wing Airmen in employing these aircraft.

Such associations generate efficiencies by sharing resources and reducing duplication of effort, providing contingency surge capability, preserving a corporate body of knowledge and enhancing retention and recruitment for the Total Force through personnel cross-flow. They also help maintain aircrew and maintenance expertise and experience levels, and reduce peacetime training hours, thus saving money.

Also announced today, the 94th Airlift Wing, Dobbins Air Reserve Base, Ga., will convert from a domestic C-130 Formal Training Unit to a combat-coded unit, transitioning its C-130 crews into the Air Expeditionary Force rotation.
The conversion will provide additional in-theater airlift while simultaneously reducing the deployment frequency of other Total Force C-130 units.

“Because today’s strategic landscape is dynamic and threatening, we have to ensure that, as a Total Air Force, we continuously search for and find innovative ways to leverage the limited resources we have available to increase our combat and homeland defense capabilities,” said Gen. Moseley. “These initiatives will strengthen an already powerful partnership, and I look forward to seeing the fruits of our collective efforts.”

Recently, the Secretary of the Air Force addressed a series of concerns weighing on Airmen. Toward the end of the session, he was asked what he thinks his greatest contribution to the service has been during his tenure. This got me to thinking... When I retire, what legacy will I leave behind? Will I have made a difference to my base, my Air Force or my country?

It’s true that Secretary Michael W. Wynne’s contributions will be far greater than yours or mine. By virtue of his position, his scope of responsibility is greater and his ability to impact people is vast. But each of us is in a position to contribute to our organizations, starting right now. We may not be able to change the world, or even the Air Force, but we can change ourselves and impact the lives of those around us.

We all know we’re being asked time and again to do more with less. Every time you develop a way to work smarter rather than harder, you’re leaving a situation better than you found it. If you can show a fellow Airman how to do a job better, safer and faster, you’re improving your Air Force.

No matter the contributions I’ve made thus far in my career, I hope I’ve yet to achieve my greatest. I would like to believe we can always improve and that our next contribution will be our best yet. As I think about my actions, I consider how they will make a difference. And I focus on the changes that will leave a legacy for the Airmen who have yet to even join the ranks of our Air Force.

I challenge you to focus your actions. Find a way, no matter how small, every day to improve upon your legacy. Whether you choose to serve your country for four years or 24, leave your fellow Airmen with something greater than you began with. I have absolutely no doubt you can do it. Knowing what you are capable of makes me extremely proud to serve with you. Combat Airlift!
